Turning a field into homesites is a handoff from one operating system to another. The farm may rely on agricultural classification, irrigation wells, nutrient records, a graded lane, and one legal parcel. The proposed homes may require a lawful division, residential access, potable wells, septic systems, and unconstrained building sites. Each handoff needs evidence.

Move through Florida records and use the Gilchrist search to locate parcel-number and assessment clues. Match them to the deed, legal description, survey, road name, and existing farm footprint. Agricultural classification on the tax roll does not establish zoning, subdivision rights, septic feasibility, or participation in an agricultural best-management-practices program.
Freeze the Farm Record Before It Disperses
A farm’s most useful history may be held by the seller, tenant, crop adviser, or well contractor rather than displayed in a parcel search. Before operations change, inventory fields, livestock areas, nutrient and chemical storage, tanks, irrigation equipment, wells, ponds, drainage, buildings, waste systems, and access.
For agricultural best management practices, commonly called BMPs, ask for any Notice of Intent, enrollment map, commodity checklist, implementation-verification correspondence, nutrient and manure records, irrigation evaluations, cost-share agreements, monitoring notices, and agency correspondence. Identify the enrolled party and compare enrolled acreage with the land sold.
Do not infer program history from silence in a public-records search. Florida law protects certain producer-identifying information and agricultural production records held by the Department of Agriculture and Consumer Services from public disclosure. That makes contract-based seller delivery especially important. Have counsel frame any representation or document condition, and ask the department how a sale, cessation, or change in operation should be handled. Do not assume enrollment, cost-share duties, monitoring choices, or records automatically transfer to a residential buyer.
The Santa Fe River Basin Management Action Plan addresses nitrogen sources in the basin. Its current agricultural framework calls for applicable agricultural sources to implement verified BMPs or follow the alternative monitoring route. That history may affect unresolved compliance, equipment obligations, and the buyer’s understanding of the land, but it does not by itself decide residential approval.
Decide the Parcel-Division Route Before Drawing Deeds
Confirm whether the tract is in unincorporated Gilchrist County or within Trenton, Bell, or Fanning Springs. Then request a written county or municipal determination of current future land use, zoning, density, minimum lot dimensions, setbacks, and proposed-use compatibility. The county’s online land-use map is a locator, not a survey or binding interpretation.
Describe the intended result precisely: number of homes, relationship of recipients, retained farm acreage, road layout, utilities, and whether any lots may be sold. Gilchrist County publishes different zoning applications for a family lot split, modified lot split or combination-replat, subdivision, site and development review, and land-use compliance. Those labels are not interchangeable. Ask staff which current route applies before preparing conveyance deeds.
A family relationship does not erase access, septic, flood, wetland, or building constraints. Dividing by deed also does not guarantee compliance. Obtain current survey, plat, review, and written-decision requirements. New lots can trigger road, drainage, infrastructure, or platting standards irrelevant to one farm tract; test the proposed layout under current code.
Keep the title work parallel. The Clerk’s Official Records contain deeds, plats, easements, mortgages, liens, judgments, restrictions, and other recorded instruments. A title professional should confirm ownership, legal descriptions, access rights, and encumbrances for the parent and every proposed lot. The Property Appraiser’s owner field and sketch are not title opinions. The Tax Collector’s bill answers tax-payment and assessment-billing questions, while a change in ownership or use may affect future classification and taxes.
Prove Rural Access Instead of Pointing to Tire Tracks
A graded lane, mailbox, emergency address, or long history of farm traffic does not establish legal access, county maintenance, residential capacity, or permission to create several driveways. Put each road into one of three evidence files: recorded rights, public maintenance and right-of-way, and physical feasibility.
For a private road or easement, retrieve the recorded instrument and survey its location. Check width, beneficiaries, uses, utility rights, maintenance, and whether new parcels or residential traffic are covered. A right benefiting the parent tract may not answer what happens after division.
Ask the Gilchrist County Road Department and Community Development for written confirmation of county road status, maintained segment, right-of-way information, driveway or culvert review, sight-distance concerns, emergency access, and any road improvements tied to the proposed division. If access is to a state road, coordinate the driveway question with the state transportation agency. The county’s land-use-compliance materials themselves distinguish paved county roads, county dirt roads, private roads, and easements and call for a site plan showing access.

Apply the Santa Fe Wastewater Test Lot by Lot
Gilchrist County lies within the Santa Fe basin, and the Devil’s Complex priority focus area includes parts of the county. A priority focus area, or PFA, identifies the part of a springshed where the aquifer is especially vulnerable and connected to the spring system. Parcel location can change the wastewater design for a new home.
Use the state BMAP and PFA map to screen the parent tract and each proposed homesite. Boundary proximity, a broad address result, or a color on a small-scale map is not enough for a design commitment. Ask the current onsite-sewage permitting office to confirm in writing which BMAP/PFA category applies to each proposed system and whether central sewer is considered available.
The current Santa Fe plan says that when sewer is unavailable, a new onsite sewage treatment and disposal system on any lot size inside the PFA must use a state-approved enhanced nutrient-reducing system, or another qualifying wastewater system, meeting the plan’s nitrogen-reduction standard. Within the BMAP but outside the PFA, the plan applies that new-system requirement to lots of one acre or less. It also addresses new systems on small lots where central sewer is available. These requirements, definitions, product approvals, and permitting assignments can change, so verify the current rule and never use this summary as a design specification.
Do not extend that statement to every existing tank. The current plan treats new systems separately from modification or repair of an existing conventional system. Let the permitting agency classify the actual proposal. A farm conversion may involve multiple genuinely new systems, changes in lot lines, a replacement, or an existing undocumented system; the label matters.
For every lot, have a qualified professional evaluate soils, seasonal wetness, slope, fill, setbacks, reserve area, house, well, drive, and maintenance access. Lay all systems on one plan. A system that fits the parent acreage may fail after new boundaries, easements, wells, and buffers are drawn. Budget operation and component replacement for any enhanced system, not only installation.
Account for Every Well and Water Authorization
Farm acreage can contain potable and irrigation wells, test holes, or abandoned casings. Walk it with the seller and a well professional; record location, construction, use, and condition. Search the Suwannee River Water Management District’s well and permit records by owner, location, and identifier, then reconcile them with field evidence.
Well-construction authorization and water-use authorization are different questions. Ask the district whether each existing withdrawal is covered, whether an irrigation use must be modified or closed when farming ends, and what records a new potable well needs. An unlocated or improperly abandoned well can create contamination and safety risks. Do not assume a future owner can continue a farm withdrawal or divide its capacity among homes.
Map potable wells against septic areas, agricultural storage, tanks, livestock areas, drainage, and neighboring uses. Water appearance is not a potability test; obtain sampling appropriate to the intended use.
Subtract River, Flood, Wetland, and Karst Constraints
The county comprehensive plan identifies environmentally sensitive areas along the Santa Fe and Suwannee corridors and contains special policies for floodplain, wetlands, buffers, density, roads, and wells. The district’s Risk MAP, county GIS, aerials, soil data, and FEMA flood information are useful screens, but none is a boundary survey, wetland determination, elevation certificate, or permit.
Commission a boundary and topographic survey, then locate wetlands, flood elevations, drainage, depressions, and usable upland. Ask the county, water district, and state which current buffers, floodplain standards, wetland determinations, or environmental permits apply. Karst can move water through openings not obvious on a dry walk. Reserve room for stormwater, construction, septic replacement, and wells.
A Tract Between Trenton and Bell
Consider an illustrative forty-acre former irrigated tract between Trenton and Bell. The seller proposes four homes, points to a maintained-looking lane, and says large lots mean ordinary septic systems will work.
The buyer first freezes the farm file. The seller’s BMP map covers cultivated fields but not the whole tax parcel. District records identify one irrigation well, while the field inspection finds another casing that needs investigation. The Clerk file shows an access easement written for the parent tract, with no clear maintenance formula after division. County staff identifies a subdivision and road review that the buyer had not included in the budget.
The PFA screen places the tract near the Devil’s Complex boundary, so the buyer obtains parcel-specific wastewater direction rather than relying on the seller’s acreage theory. A composite site plan then reserves space for the road, drainage, enhanced systems if required, wells, and environmental features. The buyer tests fewer lots as an alternative and conditions the transaction on a lawful division and feasible permits. The scenario does not predict an agency outcome; it shows why the four record systems must be reconciled before land is conveyed.
Gilchrist Farmland Assumptions to Reject
• Agricultural classification means residential lots are allowed. Tax treatment, future land use, zoning, and subdivision approval answer different questions.
• A family lot split bypasses development rules. Confirm eligibility and every access, wastewater, environmental, and building requirement.
• A road name or emergency address proves access. Obtain recorded rights, maintenance status, and physical approval.
• A large tract is outside springs rules. PFA location can matter on any lot size for a new onsite system when sewer is unavailable.
• Every septic repair requires the same enhanced system. Have the current agency classify new construction, replacement, modification, and repair.
• No public BMP record means no farm obligation. Protected producer records and seller-held files require a different investigation.
• One well record proves all wells are lawful. Reconcile district searches with a full field inventory.
• Dry ground is buildable upland. Survey, environmental, flood, drainage, and septic work must define the usable area.
